About I live in NJ, but work in Philadelphia, PA. Can I get a refund on the Philly Wage Tax

I live in NJ, but work in Philadelphia, PA. Can I get a refund on the Philly Wage Tax?
I know I can get the PA State Tax back because of the reciprocal agreement, but I wasn't sure if I could get the Philadelphia Wage Tax back as well.

About what are the best places to work in Philadelphia, PA in the field of HR

What are the best places to work in Philadelphia, PA in the field of HR?
I am a recent Master's grad in Psychology, and am currently enrolled in a MBA program with a concentration in HR Management. I have a year of HR Generalist experience under my belt, but am having a hard time getting my foot in the door. I was wondering if anyone had any ideas of where to look, who to contact, or anything in general that may help me in my search! Thanks!!
